Thai-Chinese Education Alliance Charter

Chapter 1 General

Article 1 Initiation of the alliance

The Thai government proposes the National Development Strategy 4.0 strategy, and actively connects with the Chinese government's "Belt and Road" initiative, which brings rare opportunities for Thai-Chinese peer exchanges and cooperation.

In the context of the rapid development of Thai-Chinese educational exchanges and cooperation, the Asian International Trade and Investment Association, the Thai President ’s Council, the Thai Private Higher Education Association, the Royal Thai Teachers ’Federation, the Royal Thai Institute of Technology Federation, and the Thai Technical and Vocational Association Launched, received a positive response from Thai and Chinese education peers.

Article 2 Name of Alliance

Thai-Chinese Education Alliance

Article 3 Nature of the alliance

Build an educational exchange platform between Thailand and China to promote cooperation and interaction between universities and educational resources in the two countries. It is a loose, non-exclusive, open alliance group, and does not have legal personality.

Article 4 Purpose of the Alliance

The Alliance conducts various activities in accordance with the constitutions, laws, decrees and policies of Thailand and China, and gives full play to the respective advantages of member units, adhering to the principles of "openness and inclusiveness, complementary advantages, information sharing, and win-win cooperation" to achieve alliance unit education The optimization and sharing of teaching resources is committed to the in-depth cooperation and development of universities and educational resources in Thailand and China.

Article 5 The headquarters of the alliance is located in Bangkok, Thailand, and the secretariat of the alliance is located in the Asian International Chamber of Commerce.

Article 6 Business scope of the alliance

(1) Create a Thai-Chinese educational exchange platform to promote educational cooperation and interaction between the two countries.

(2) Strengthen the information sharing of member units and deepen the collaborative education of college resources.

(3) Innovate the service mode of international cooperation and explore the integration of industry and education in different regions.


Chapter 2 Membership

Article 7 Alliance members voluntarily join and freely withdraw. No fees are charged.

Article 8 Members applying to join the alliance must meet the following conditions:

(1) Willingness to join the alliance.

(2) Support the statute of the alliance.

(3) Schools, educational institutions, and individuals willing to contribute to the educational undertakings of Thailand and China.

Article 9 The qualified applicant shall submit a written application and, upon voting by the Alliance Member Meeting, he will become an official member of the Alliance and issue a plaque and certificate.


Chapter 3 Member Rights

Article 10 Member rights

(1) The right to participate in various conferences, policy discussions, information exchanges, domestic and foreign cooperation and related activities organized by the Alliance.

(2) Criticizing and suggesting the work of the alliance, and supervising the work of the alliance.

(3) Leverage and use relevant information platforms of the alliance to obtain information or carry out related work.

(4) The power to sign specific cooperation agreements with each other as needed.

(5) The establishment of a regional office of the Thai-Chinese Education Alliance (approved by the Alliance Secretariat);


Chapter IV Member Obligations

Article 11 Members shall perform the following obligations:

(1) Follow the alliance charter, implement the alliance resolutions, and earnestly implement the various agreements signed between the member units.

(2) Complete the tasks entrusted by the alliance, support and participate in various activities of the alliance, and actively share information and successful experiences.

(3) Safeguard the legal rights and interests of the alliance.

(4) Reflect the situation to the alliance and provide information and materials.

Article 12 Any member of the Alliance who violates the articles of association seriously or voluntarily withdraws from it shall be delisted and filed at the general meeting.


Chapter V Organization

Article 13 The alliance implements a rotating chairman system, with an executive chairman and several vice-chairmen.

Article 14 The alliance establishes a secretariat to preside over the daily work of the alliance. The secretariat is located in the Asia International Trade and Investment Chamber of Commerce, with one full-time secretary and several deputy secretaries.

The Union may open offices in provinces where it is needed.

Article 15 The alliance member meeting is convened once a year and is chaired by the chairman. The task of the meeting is to listen to and review the work report, discuss and decide on other major issues.

Article 16 The first leading organization of the alliance is negotiated by the initiators of the alliance. When the term of the first leadership organization of the alliance expires, a conference of the alliance will be held for rotation.


Chapter 6 Alliance Service

Article 17 Alliance Brand Activities

(1) One "Thai-China Education International Cooperation Expo (TCEICE)", "Thai-China Higher Education Project Negotiation" and "Thai-China Middle School Principals Forum" are held in Bangkok from September to November each year;

(2) The "Thai-Chinese Education Cooperation Forum (with different names)" will be held in Guizhou (or other provinces) from July to August every year;

(3) To organize various activities in Thailand and China at the request of members;

(4) Organizing member companies to participate in education-related activities organized by the governments of Thailand and China;

Article 18 This Constitution shall take effect on the date of adoption by the first general meeting of members on November 8, 2019. Depending on the changing situation, any member may propose to modify or supplement the relevant terms at any time. It is submitted to the annual general meeting for voting by the Union Secretariat.
